This position will be located in Redondo Beach, CA and will report to the Manger of Proposals.The Principal Proposal Analyst or Senior Principal Proposal Analyst will be responsible for support efforts associated with proposal development, planning and scheduling during the supplier acquisition process. We are seeking a highly motivated individual to act as a subject matter expert for Price Cost Analysis. The successful candidate will be able to independently evaluate supplier proposals for compliance to Federal Acquisition Regulation (FAR) Part 15 Table 15-2 requirements and prepare and provide written Price/Cost Analysis Reports (PCARs) detailing and evaluating the suppliers' price/cost proposal and will have experience working in a classified environment. The incumbent selected must possess good oral and written communication skills, work autonomously, be self-motivated and function well in a team environment. The ability to multitask within a dynamic environment is a critical component to success in the role.Responsibilities will include, but not limited:Submits written supplier price/cost analysis reports (PCARs) detailing the suppliers' price/cost proposal as required by FAR Part 15 and the negotiation objective positionPrepares Procurement Review Board (PRB) briefings showing supplier proposed vs. negotiation objective positions by major element of cost to attain formal Supply Chain Management approval for supplier negotiationsCoordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments.Coordinates activities and participates in fact-finding meetings.Participates as a member of the contract negotiating team.Maintains all records and supporting data used and provided in support of proposalsConducts market research, analyze historical data and develop cost estimating models and factors to evaluate price reasonableness and develop negotiation positionsReviews material estimates and reviews consolidated priced bill of material obtained by GSCServes as the principal liaison to other functional departments to facilitate the collection of cost and pricing dataSupports Defense Contract Audit Agency (DCAA) Proposal and Estimating System Audits and Defense Contract Management Agency (DCMA) Purchasing System Audits as requiredBasic Qualifications:Level 3 BS/BA degree (preference is business, finance, accounting, economics, supply chain, or related discipline) with 6 plus years of related experience in Price/Cost Analysis; OR a Master's degree (preference is business, finance, accounting, economics, supply chain, or related discipline) with 4 plus years of related experience in Price/Cost AnalysisLevel 4 BS/BA degree (preference is business, finance, accounting, economics, supply chain, or related discipline) with 9 plus years of related experience in Price/Cost Analysis; OR a Master's degree (preference is business, finance, accounting, economics, supply chain, or related discipline) with 7 plus years of related experience in Price/Cost AnalysisPrevious experience with FAR, DFARS, and other U.S. Federal Government contracting regulationsThe ability to work well in team environmentsStrong organizational, written, and oral communication skillsAbility to meet deadlines in a challenging, multi-tasking environment, while maintaining compliance during all stages of the proposal/acquisition processExperience in capture and proposal activities in a government acquisition environmentAbility to work with minimal supervision and apply sound judgment to problem solvingWorking experience with Microsoft Office (Specifically Excel and Word)Working knowledge of SAPMust have the ability to obtain and maintain a Secret Clearance and Special Program AccessPreferred Qualifications:Previous experience with SAPPrevious experience with a cleared customerTS and/or SCI ClearanceSalary Range: $86,300 USD $129,500 USDSalary Range 2: $107,000 USD $160,600 USDEmployees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
