seeking a Deputy Program Manager (DPM) to join our

Integrated National Systems (INS), a Business Unit of Northrop
Grumman Space Systems Payload and Ground Division (PGSD), is
seeking a Deputy Program Manager (DPM) to join our
multidisciplinary team of dedicated, diverse professionals
supporting the COAST II program located in Redondo Beach, CA.
As the selected COAST II Deputy PM, you will partner with the PM
Director to provide the programmatic, technical and people
leadership necessary to support complex ground command and control
capabilities at globally distributed operation sites. The COAST II
program provides factory-based Echelon 2 operations, maintenance,
and sustainment activities across multiple baselines and deployed
locations for a USG customer. This includes operations engineering,
software, hardware, system engineering, and infrastructure support
to systems deployed to CONUS and OCONUS locations. COAST II is a
seamless integrated team comprised of professionals from NG Space
's Strategic Space Systems Division (SSSD) and the Payload and
Ground Systems Division (PGSD). As DPM, you'll report
programmatically to the SSSD COAST II Program Director in leading
overall program execution. You will also serve as the program
manager and leader for -100 personnel who execute the program's
PGSD scope and will report functionally to the PGSD Ground
Enterprise Systems Operating Unit Director. Since the specific
scope of the program evolves and changes with time depending on
customer requirements, you'll have the opportunity to demonstrate
flexible and dynamic leadership.
Key responsibilities include:
Partner with the PM in building and sustaining an effective and
engaged cross-divisional team in a complex and dynamic
environment.
Leverage NG's mission, architecture, and software development
expertise to provide forward-thinking solutions that conform to
customer constraints (funding, capabilities of related systems,
etc.)
Drive innovation to help the team establish and achieve challenging
objectives for modernization, resilience, automation, and
affordability.
Support the PM in developing/conducting program review sessions
with customer and/or NG leadership
Support the smooth transition to the sole source follow-on
COAST-Next contract in 2QCY23
Ensure program priorities align with customer expectations, are
understood by the team, and reflected in applied resources
Manage the cost, schedule and technical performance of complex
projects and dynamic priorities across multiple baselines and
operational locations
Advance program and NG strategic objectives by building and
maintaining trusted relationships with customers and other
stakeholders and by engaging in internal and customer forums
related to the program's roles in the broader end-to-end
Enterprise
Act for the COAST II PM when they are unavailable or as designated
via their Delegation of Authority
Ensure effective identification and management of issues, risks,
and opportunities
Ensure team readiness to respond to system issues and provide
support to occasional planned and unplanned 24/7 events
Direct large and small subcontractors and suppliers
Support the preparation and approval of proposals, ROMs, ECPs,
specifications, and operating budgets. Lead coordination,
development, and approval for PGSD and provide support to same for
SSSD
Effectively coordinate and collaborate with functional and P&L
leadership across NGC to ensure required staffing, processes and
infrastructure are available to efficiently execute the
contract.
As a senior leader, support color teams or other independent
reviews when requested (consistent with program commitments)
Provide leadership support to program and OU engagement and
DE&I initiatives
Ability to conduct occasional domestic and international travel
Basic Qualifications:
TS/SCI clearance w/SSBI
Bachelor's Degree in a STEM discipline with 6 years of experience
in program/project management with prior experience in software
development, integration, and test, and/or system deployments
supporting U.S. Government contracts and customers or 10 years of
exp in lieu of degree.
Demonstrated ability to create trusted customer relationships
Ability to lead complex and geographically disperse program teams
comprised of engineering, business, contracts, law, supply chain,
and mission/quality assurance
Familiarity with and willingness to work in a secure
environment
Leadership experience building effective and engaged
multi-discipline teams
Preferred Qualifications:
Bachelor's Degree in a STEM discipline from an accredited
university
Five years of experience leading programs and/or teams on contracts
of similar scope, type, and complexity
Command and control experience in defense industry
Demonstrated depth of experience in System Engineering and/or
Software Development
Cross-sector/division program experience
Knowledge and familiarity with the COAST II customer and business
area
Excellent conflict management and negotiation skills
Effective dealing with personnel issues
Experience with CONUS and OCONUS deployments
Proven ability to effectively work across multiple organizations to
form teams, gain internal support, act with speed, and make tough
decisions
Salary Range: $176,100 USD - $264,100 USD
Employees may be eligible for a discretionary bonus in addition to
base pay. Annual bonuses are designed to reward individual
contributions as well as allow employees to share in company
results. Employees in Vice President or Director positions may be
eligible for Long Term Incentives. In addition, Northrop Grumman
provides a variety of benefits including health insurance coverage,
